Some users can't connect to raspberrypi.local

For headless device setup, some users are unable to connect to the raspberry pi using SSH with the mDNS hostname (raspberrypi.local).
Ping also doesn't work using hostname.

They are how ever able to connect using the rpi's IP address.

Update:
Same computer that had issues with readable connection string (raspberrypi.local) on the Pi Zero W connected successfully to a Pi4 in terminal, Remote Desktop Connection, and VNC.

Two tests were conducted:

1. On a previously setup SD Card. raspberrypi.local functioned as expected with no changes to computer.
2. On a newly flashed SD card. raspberrypi.local functioned as expected after deleting the known_hosts .ssh logs for "raspberrypi.local" (kept file, deleted relevant logs only).

I can repro this same issue after installing the Win10 2004 update. Before the update mDNS hostname .local worked as expected.
