Please add the base image for developer but no VS2022

The customer does not use VS2022, when creating the dev box definition, they cannot find base image including tools like git, PowerShell7, Azure CLI but without VS2022.

when creating the dev box definition, one base image including tools like git, PowerShell7, Azure CLI but without VS2022 can be provided

Describe alternatives you've considered
Other way is ok if the customer can quickly create the definition from this image
