Agent Code Review not working on non team member PRs

I've noticed that on my PRs, copilot is complaining that it can't run it's full agentic suite. From a quick scan, it looks like this affects all external contributions. Not sure if this is intentional or not, but if it's not, I suspect you'll need to enable code review for users without licenses - https://docs.github.com/en/copilot/concepts/agents/code-review#enabling-code-review-for-users-without-a-license

Examples:

Team members:

• Refuse synthesized 'staging' channel on daily CLI builds #16717 (review)

Non team members

• Fix aspire run hang when defaultWatchEnabled and build fails #16702 (review)
