aspire 13.3 - aspire --apphost directory doesn't work due to added aspire-managed suffix

Describe the bug

When running the daily build with a python apphost, the cli can't find the apphost using the --apphost flag due to the apphost name being: directory\aspire-managed instead of just directory.

Expected Behavior

aspire --apphost directory should work

Steps To Reproduce

Create python apphost. Run aspire start --apphost directory

Can you share the logs. Run with --debug and share a scrubbed version here.

I can't share the logs due to client's firewall rules.
It got worse today - aspire ps amd other commands sporadically couldn't find the apphost even when running from the correct folder.

I'm not sure what we can do without more information. I'm not understanding the analysis and root cause.

1. aspire new -> Empty Python apphost.py in directory python-apphost
2. aspire start
3. cd ..
4. aspire describe --apphost python-apphost -> fails ℹ️ No running AppHost found. Use 'aspire run' to start one first.

The python apphost isn't passing the apphost path to aspire-managed. The python createbuilder logic needs to be updated.

Given we are not focusing on python for 13.3, I'm going to punt this to 13.4 instead for now.
