First time run of 13.2 on an existing C# apphost the `aspire.config.json` is not created.

Describe the bug

Unless the Aspire CLI has a reason to update the .aspire/settings.json it will not initiate migration to an aspire.config.json file.

Expected Behavior

First run of a version of Aspire CLI on an existing apphost should always initiate migration.

This is not a regression and has a workaround, so I'm punting to 13.4 for now.
