[CLI] CLI has an option to add a new C# project to an existing node app

o This will add a node-api-dotnet dependency to the app.
o This should parallel the native addon code.
o It should be easy to call WinAppSDK APIs from the C# code.
o ⚠️ AoT might be tricky, esp with WinAppSDK dependency.
