Switch to publishing MicroShift bootc images based on CentOS 10 OS

The current CentOS 9 may be a bit outdated for upstream users.
We should try to use the latest stable OS by default.

Thank you, this would be pretty useful as we will be building our jumpstarter community image on top, but el9 is missing some drivers we need.
