The remote global runs failed during generation of meteorology, at least for the past 2 years. This PR fixes meteorology generation, but also switches to global-meteorology without preprocessing, which is faster.
All runs run with EC01p1Global are now configured to really run with 0.1 degree resolution, down from 0.2 degree. Even on a 7 day forecast, the performance impact is not too large (from 15min to 22min)
