How does Locking work? #83

Hiya,
I'm interested in burning OCP nfts. I've discovered some NFTs have their mint state locked, which prevents the burn from completing.
From what I can tell, to unlock the mint state, the unlock instruction has to be signed by the key in locked_by.
Am I correct in thinking that if the current holder is not the locked_by user, they will be unable to burn their item? If so, is that by design? I have a number of users interested in burning their locked NFTs.
