Better mirror `gh run watch` output

It seems gh run watch's output is slightly different from that of gh dispatch; perhaps gh dispatch should better match gh run watch:

It's also possible there's a gh dispatch but displaying annotations, as it seems gh run watch displays annotations in the screenshot above, while gh dispatch does not:

While the output now displays a header, it's worth investigating whether it's also failing to display annotations in contexts where annotations arguably should be displayed.
