Fix several duplicate label issues from ROBOT report involving clinical drugs

The ROBOT report is outputting the following duplicate label issues that appear straightforward to resolve through the obsoletion process used in the build from RxNorm process:

Resolution of this issue requires figuring out how to manage the different RxCuis on the redundant classes, which in turn suggests that we turn to the RxCui history in RxNorm and incorporate that into the build. That requires some discussion and thinking on how we're going to do that.

For one thing, RxCui replacement is not always 1-to-1. In many cases, it's 1-to-many, with the "many" being up to 12:

Besides the RxCUI replacement issue, many duplicate labels are a legacy of the old build process using scala/mysql whereby the max field length for char datatype was 256. For example, the five different DrOn classes with the five different RxCUIs: 857928, 857932, 857936, 857940, and 883716 all have the same label in DrOn, but different labels in RxNorm, and the labels in DrOn are all truncated.

So the thought here is find all the labels in dron-ingredient.owl that are 255 (or 256?) characters long, and of those, which ones are duplicated? Then grab all the RxNorm lables for the RxCuis on those classes and compare.

Also they're not updating automatically from RxNorm when we run "run.sh make update-labels" because they're not current RxCuis in RxNorm.

These labels look like they can be recovered from the RXNATOMARCHIVE.RRF file. For example, in the August 2025 release of RxNorm (08042025), there is this line from that file:

So we could join the branded_drug table to an rxnorm_atom_archive table (that we would have to create and load from the RRF) where the later has the next to last field set to 'SBD', compare labels, and if different, suggest the replacement to update the templates.

And then do the same thing for the clinical_drug table and SCD...

Right now there are 89 classes in DrOn with an RxCui annotation and a label length == 256 characters.

I think adding the "atom archive" to the rxnorm database is the way to go. That entails adding it to create-rxnorm-tables.sql, index-rxnorm-tables.sql, and load-rxnorm-tables.sql scripts. Will spin off an issue for that.
