Is the program locked as “always on top,” and is there any way to scale by less than 150?

Unfortunately yes, it is currently always on top. It makes some sense when the input is set to Desktop, but a toggle would be useful for Window inputs.

There's currently no way to set specific scale values, but if you set your input to a specific Window, you can then set scale to "Free" and manually adjust ShaderGlass's window size yourself.
