Which issue(s) this PR fixes:

issue #22185

What this PR does / why we need it:

Some faults are injected in cdc.
And some bugs are fixed.

  1. the way to call handleNewTables is changed. Now there is at most one goroutine running handleNewTables. Otherwise, truncate info can be lost in some cases.
  2. check whether cdc task is paused before being resumed.
