Verify that user is permitted to transfer data to MDF

As a NUCAPT user I want to know if I'm not permitted to upload data to MDF when I log in so I'm not surprised later

Assumptions

1. Use the Globus Groups API

Acceptance Criteria

1. Given I'm in the NUCAPT group and permitted to submit datasets to the NUCAPT organization in MDF When I log into NUCPAT app Then it succeeds
2. Given I'm not in the NUCAPT group When I log into NUCPAT app Then I get an error message
