include devDependencies in count of dependents and for ranking

This is clever but it ignores devDependencies which is important for modules such build and testing tools and all Grunt tasks.

npmjs.org has this issue as well: https://github.com/isaacs/npm-www/issues/323

Yes it should definitely include devDependents as well. The only issue is that we currently rely on the browseDependents view from the npm registry (which, it seems, does not support devDependents).

A solution would be to just calculate the dependents field ourselves using a mongo query.
