Add reconnect.backoff.max.ms - Kafka Input Configuration Option

This plugin is generating the below warning message, but its not possible to fix it as we can not currently configure the setting reconnect_backoff_max_ms, we can only set the reconnect_backoff_ms)

Disabling exponential reconnect backoff because reconnect.backoff.ms is set, but reconnect.backoff.max.ms is not.

It would be great to add support for this one.
