split external lookup from file watcher? #5

they're different responsibilities, but i'm not really sure how to split them up atm. file watcher should probably be responsible for launching the services based on a .yml file. but it would need to preprocess the file in order to resolve externals if the compose file changes, so there'd be some circular dependency there i think.
