Creating this as a separate issue for the required infra work, from the existing issue in testgrid repository.

The infra work needed is identified in this comment from @ameukam :

  • Get a new GCP project
  • Define ownership of the workload
  • Set a new GKE cluster
  • Deploy the OCI image
  • Expose it to Internet (meaning a HTTPRoute+ a TLS Certificate + a DNS entry)
