move starter config to this repo and keep it up to date with current stable tag #283
Description
https://github.com/kubernetes/test-infra/tree/master/config/prow/cluster/starter is still referenced in the docs
But we maintain kubernetes's infra deployments in github.com/kubernetes/k8s.io, so this is not getting auto-bumped anymore.
