Publish Helm chart to Quay

What would you like to be added:

Public images are available on Quay. Versioned helm chart should be available on Quay via OCI for stable and latest.

Why is this needed:

Allows Helm users to deploy inference-perf without downloading source.

Hi, I survey this and got something I can refer to in Prometheus helm chart. Then, we can use the chart by helm install [RELEASE_NAME] oci://quay.io/inference-perf/charts/inference-perf like here.

The following is something I plan to add for release.yml:

About the stable and latest part, I am not sure how to handle them now because helm package and chart-releaser will create the $NAME-$VERSION.tgz based on name and version in Chart.yaml.
Although we can handle the stable part by revising version in Chart.yaml, the latest part would be the latest stable version which is not always the same with main branch.
