Add e2e test for test disabling certain CAPZ controllers

What needs cleanup:
Add an e2e test for disabling certain CAPZ controllers. This functionality was introduced in #5552; however, this functionality is expected to be used in self-managed Azure infrastructure flavors of CAPZ. Today, there is no way to run such a flavor of CAPZ.
