Add runtime support for training workloads using XGBoost/LightGBM in Kubeflow Training Operator V2.

Why is this needed?

XGBoost and LightGBM are two of the most widely used libraries for tabular data and gradient boosting models. Native support will enable a broader range of ML workloads on Kubeflow.
