Only show in-app library messages about Gutenberg and other dynamic ZIMs if app is in Restricted mode #669
Description
When attempting to download a Gutenberg ZIM, the in-app library displays a message warning the user how to search if they can't enable ServiceWorker mode. This is no longer necessary, and can be suppressed unless, perhaps, the user is in Restricted mode at the time.
