[DONOTMERGE]: Change CI to use DB Race Condition fix

Point to sarroutbi/keylime branch 202511211109-fix-race-condition
which contains a fix for race conditions in SQLAlchemy.

This is a temporary configuration to test the fix before submitting
it upstream.
