[DONOTMERGE]: Configure CI to use Fedora 41 fix

Point to sarroutbi/keylime branch 202511211109-fix-race-condition
which contains a fix for empty response body issues with Python 3.13
and Tornado 6.4.2.

This is a temporary configuration to test the fix before submitting
it upstream.
