[➕ Feature]: workflow - limit number of runs from trigger #5038

Is your feature request related to a problem? Please describe.
If the same alert is sent very often/the automation doesn't do enough to help, I don't want the automation to run over and over again.
Describe the solution you'd like
In alert-trigger, the ability to configure the maximum number of runs in x amount of time, ie, up to 3 times an hour.
(Preferably multiple configurations, ie, up to 3 times an hour and 7 times a day).
