[Overvability] Create Grafana Dashboards for Karmada

What would you like to be added

Create and maintain first‑class Grafana dashboards for Karmada published as JSON assets for users to import and use. Each dashboard must be compatible with Prometheus as the primary data source.

Why is this needed

• Operational visibility: Dashboards provide key insights into the operational state of the system for health, performance, and error trends which can help significantly with reducing mean time to detect (MTTD) and mean time to recover (MTTR) for incident management.
• Consistency: Aligns Karmada with Kubernetes ecosystem best practices.
