Ability to override password/hba for local users (postgresql)?

Hi, currently services-flake doesn't allow specifying a password or user per db. One can create a user with a password, but currently the hba rules trust all localhost connections unequivocally with no way to override that behavior (one can only append new rules). Are there any plans to change this? Thanks!

I can work on a PR if it's fine with the maintainers :)
