some idle reminder questions

When I don't touch my computer, You have been idle for ... popup.

I have a couple of questions:

1. Is this trying to keep track of the percentage of time spent on breaks and tasks?
   But there doesn't seem to be an entry to count the percentage of time spent on breaks and tasks?

2... There are a few options here skip,break,task,reset break reminder timer I've looked at the documentation, source code, and I'm still not sure what it does.
