Handle masthead/actionsite file in CWD instead of download (install_bigfix) #6

The scripts should handle the case where the ActionSite.afxm or masthead.afxm files are in the current working directory of the script instead of downloaded from a relay.
Currently, the scripts require that a FQDN for a BigFix relay is provided so that the masthead file can be downloaded dynamically.
