Fails to connnect client. issue with ssl internally

Getting SslInternalError and SslInvalidUserDataError when trying to run any idea what might be causing this

I am using Ubuntu 20.04. I found that after adding the following to my openssl.conf file the server will connect.
[ default_conf ]

ssl_conf = ssl_sect

[ssl_sect]

system_default = system_default_sect

[system_default_sect]
MinProtocol = TLSv1.2
CipherString = DEFAULT:@SECLEVEL=1

Why do the cert FQDN need be different do you know? I ran into this issue when creating my own certs.
