Finish R2019b support

I'm doing R2019b as the first Matlab version to support, since that's the version I use at work. Finish it up.

I've got the basics done. Left to do:

• More libraries
  • ANTLR - asked MathWorks what version they're shipping waiting to hear back
  • Batik
  • Foxtrot - asked MathWorks what version they're shipping waiting to hear back
  • Glazed Lists - not on Maven; will need to OPP it
  • GlueGen
  • Ice
  • JIDE OSS - not on Maven; will need to OPP it
• Testing
• Get Maven Central publishing working
  • Currently waiting on my groupIds to be approved

What is the status of this issue and the project?

"Glazed Lists" should be on Maven now?
