Layer label text should not be selectable or clickable

These layer labels get in the way of interacting with layers:

Problems are:

1. I can not select a layer by touching that area of the layer because the label text appears to block my selection
2. Sometimes I accidentally select the text by touching it

Possible solutions:

1. Make text none selectable and pass through for clicks and touch (this issue)
2. If not (1), then, Redesign the label (would be a different issue; can close this this issue)
