Rebuild search index when we rebuild Master-Index.xml

The command will be

```
python3 /var/ifarchive/wsgi-bin/search.wsgi
```

Have to to think about chown/chmod of the index files.

Currently a rebuild takes about 25 seconds, so it should be a checkbox rather than a default.
