Fix fontconfig cache dir permission issues

Describe the issue

There might be a permission issue with fontconfig caching as per

author-tools  | Fontconfig error: No writable cache directories

The fontconfig cache directory should be set to a directory inside /tmp/cache/ so the unprivileged user can write to it.
