Apps in restart loops seem to not trigger alerts

For some reason no alert was triggered in grafana/alert manager for the splitwell app that was in a restart loop

The app is healthy for a while but we should have alerts if an apps restarts every x minutes for a duration of more than an hour or so.

[ from @nicu-da ]: This is fairly moderate priority as we could miss to see apps that are in a really bad shape.
