Add to Reputation Oracle support to secure management of exchange API keys, standardized exchange validation, and updated mechanisms for verifying staking eligibility through external oracles.

Motivation
Enhance HMT usage.

Implementation details

• Add support for managing exchange API keys securely.
• Introduce exchange-specific services to fetch and process balance data.
• Update authentication logic to check staking with the validated exchange information or our staking contract.
