Speed up building process

Add the ability to replace "workspace:*" by a specific version using env variables and pre install script

@portuu3 @Dzeranov @flopez7 the most time-consuming part of our build process is core package build and we must start from this.
I would like to discuss options on how we speed up building process before we start applying anything.
I had two options in my mind:

1. build core package while developing and include necessary build artifacts in commit using Git LFS if any are big enough
2. move core to another repository, so contracts live in their own repo, anything else in monorepo. This way we will be able to move different repo parts (core folder, docker setup, etc) to its own repo and IMO it could simplify dev process, even if you need contracts upgrades. Then core package installed from npm in this repo and when you need to develop something, you can just yarn link or installing it from local folder
3. Same as above, but keep core in monorepo

IMO best option is №2, but we need to discuss if there is something else and decide within the team
