HA Backup from UI does not contain OS configurations

Describe the issue you are experiencing

modifications from users done on HA OS Level should be also included into HA Backup.

What operating system image do you use?

rpi4-64 (Raspberry Pi 4/400 64-bit OS)

What version of Home Assistant Operating System is installed?

Home Assistant OS 16.1

Did the problem occur after upgrading the Operating System?

No

Hardware details

HA OS installed on USB SSD.

Steps to reproduce the issue

1. perform a modification on configuration files ( e.g. /mnt/boot/config.txt or ssh/authorized_keys)
2. perform a full Backup from HA WebUI
3. replace Home Assistant OS Boot device by a fresh one
4. install HA OS to new disk and perform a full restore.
5. modifications done in Step 1 were missing.

The backups are intended to be portable between different platforms - including boot partition content or some parts of the overlay might break that portability, and could cause issues when backups are used as a way to restore systems where the modifications have gone awry. Not restoring these files is currently desired behavior.
