To be able to use choice selection and answer context for the interactive population use cases (http://build.fhir.org/ig/HL7/sdc/populate.html#mode) and advanced behavior as depicted in #18 (http://build.fhir.org/ig/HL7/sdc/StructureDefinition-sdc-questionnaire-behave.html) dependency on SDC base questionnaire http://build.fhir.org/ig/HL7/sdc/StructureDefinition-sdc-questionnaire.html and therefore SDC 2.8.0 is suggested (or alternatively applying the existing the corresponding extensions in SDC 2.7.0).
Without the ability to add information present in the clinical system be user interaction CH eToc or any CH ORF depending IG won't have a real chance to be used as end users in clinical information systems - especailly in hospitals - are used to that and have no time to enter such information again in any form.
Therefore at minimum expression based population http://build.fhir.org/ig/HL7/sdc/populate.html#expression-based-population has to be supported respect to the most relevant resources in this respect like medication statements, conditions or observations, with special attention to sdc-questionnaire-candidateExpression, answerExpressions and probably others like sdc-questionnaire-contextExpression or any one to support the desired behavior.
