Permanent bans not working

When manually adding decisions and selecting permanent, the decision doesn't get added. Adding the same decision with a 30 day ban for example works.

There are no errors in the ui when this happens.

That is the corresponding log entry. So it looks like it is added but not visible in cscli or the ui.

Adjusting the number works as well (90 day ban instead of 30), but as mrprofessork mentioned, selecting Permanent does nothing.
