Add support for NodeNorm Redis pods that can load themselves

See if we can combine the redis-r3-external Helm chart (which creates empty Redis databases) with the node-normalization-loader Helm chart (which loads existing Redis databases) to get something that can act like NameRes: ITRB can trigger a LOAD_DATA=yes run, which creates and loads the Redis servers, then run a LOAD_DATA=no run to prevent it from reloading its database.
