Let's import pre-proposals?

To kick things off and dodge the blank page syndrome, shall we add the proposals that came about before the current process? I'm thinking:

• componentized-cabal
• build-type: Hooks
• ...?

Hooks were an HF proposal, so it's a little unclear what to do about it (just reference, copy or something else), but I think there's value in having things like that in one cabal-place.
