[UI3] Compact sidebar, add in org switcher dropdown

Based on this existing org switcher, found in this feature flag, I think there is an cool opportunity to compact the sidebar.

I really like how Linear has their sidebar, with a dropdown for additional settings.

The org switcher that exists is already really close to what I'm thinking. In addition to switching orgs, I think we can put the Dashboard link above the orgs, and the logout button below it. Also, I would shrink the size of the name of the org, so the HCB logo and org name are on one line.

The dropdown would be accessible by clicking on either the HCB logo or org name. This would not only compact the sidebar, but give every user an easy way to switch between orgs. I also thinking adding a search button that would bring up Command + K would have more users using it.

I'm not sure how to think about this design for power users, with 10+ orgs. Also, dark mode could either be a user settings or above the log out button, more discussion on that in #7399.

Love the org switcher and adding dark mode to user settings. I created a new design for the sidebar with two key changes: it makes the org name inline with the HCB logo with a clear breadcrumb and it adds a user's profile while inside an organization. This keeps the existing functionality when clicking the HCB logo and of the org switcher, but I believe makes it clearer that they are distinct buttons.

At the bottom we have the changelog and support button. Then when the profile is clicked on, they get quick links to their personal pages and settings. This is also where sign out now lives.
