[Receipt] Don't allow members to modify reimbursements they don't own

Do we want members to be able to modify receipts if it's for a reimbursement report that doesn't belong to them? We allow for it currently but I think it should be disabled.

I think this is fine. They still don't have the power to ultimately approve them, so there isn't a risk of them spending money.

They aren't allowed to modify anything else on the report. The delete button being enabled does not appear to be intentional.

Question: At the moment, can a member invite an external contributor to submit a report?

If so, it would be nice for that member to help fix up that external contributor's report.
