[Claude] Remove automatic Claude review (#11901)

## Summary of the problem

The automatic, unprompted code reviews are getting annoying for team
members cause they aren't super helpful or provide incorrect
information.


## Describe your changes

Remove auto claude reviews. You can still mention `@claude` to get a
review or ask questions.
