Part of the multipart work to make the document viewer chrome consistent, building on issue #470 .
For this one, we take the page footer introduced for 'Combined' (pageviewer) documents in PRs #607 and #658 with the old footer for other view modes, and extract them into a shared component. This will also allow us to close issue #620
