vim don't refresh screen with bind_scroll

I use Vim with cygwin.

At enable bind_scroll, Vim don't refresh window after inputing j, k or other moving key. I must press ctrl+L to refresh screen to recover.

Yes, without plugin or disable scroll bind it Ok.

this maybe a cygwin bug, so you may need to disable scroll binding of rst,

set g:instant_rst_bind_scroll to 0

I have this issue in Linux using Vim (8.1). It seems very similar to wakatime/vim-wakatime#53 if that helps.
