Add Option to Deploy Using Cloud Deploy

We have gotten feedback from some users that there are too many dependencies to install. One option to reduce the number of dependencies needed is to deploy using Cloud Deploy https://cloud.google.com/deploy/docs/deploy-app-gke. That way the user can interact with their deployments only needing to use gcloud and kubectl.
