Upgrading PyTorch v2.10.0, torchvision v0.25.0, torchaudio to v2.10.0

Hello. We have released torch 2.10.0 to pypi and download.pytorch.org

Installation instructions for integrating this build in Colab:

pip3 install torch torchvision 

This should install Python 3.11 Cuda 12.8 full release (with all necessary dependencies) and triton 3.6.0

@atalman Colab's Python runtime uses 3.12 and currently CUDA 12.5, with plans to upgrade to 12.8.
